Social housing

ANCI Toscana (Italy) is keen on addressing current challenges regarding access to basic service provision, with a focus on housing. Target beneficiaries will migrants who cannot rely on adequate social support networks, even if they find a job. Housing challenges are driven by migratory status, but also the availability of social networks, high housing / rental prices, and social factors (e.g. lack of trust, discrimination). Currently accommodation issues are addressed at local level by a network of actors from the non-profit / voluntary sector and institutions. 

The pilot project aims to develop and deliver a model to respond to temporary housing needs of migrants not entitled to first and second-level reception services, thus in a vulnerable situation. It entails:    

• map social resources on the territory and good practices;  
• create a permanent social support and trust-building network to help migrants finding accommodation;  
• create and consolidate a public-private partnership on migrants’ housing emergencies at local level;  
• establish collaboration methods, modalities and public-private partnerships (i.e. through a Memorandum of Understanding).  

The pilot explores cooperative housing while building a model of public-private collaboration based on a network oriented towards housing inclusion, therefore guaranteeing the sustainability of the action. This process will boost also migrants’ empowerment by directly involving them in the co-design of the activities. The initiative aims to have outcomes for migrants (better housing and social inclusion); the territories (new tools and resources which could be used to respond to the needs of people in vulnerable situations); and the development of future regional policies (by integrating the pilot into the regional measures). 

Guidelines for the design and management of housing transition pathways with a collaborative and inclusive approach

A concrete result of the pilot’s actions was the construction of a self-assessment tool to guide the design process of new transitional housing projects dedicated also, but not exclusively, to persons of foreign origin and in monitoring and evaluating those in progress, in support of those working at different levels in policies or individual projects: here you can download the “Guidelines for the design and management of housing transition pathways with a collaborative and inclusive approach”.
