COMMIT

Strengthening the territorial system for the labour inclusion of migrants.

The project

COMMIT (COMpetenze MIgranti in Toscana) is a project funded by the AMIF-PRIMA funds (2014-2020) part of a set of actions already experimented and ongoing on the Tuscan territory, which aims at:

  • strengthening multi-level governance to improve coordination and facilitate the inclusion of migrants in the Tuscan labour market;
  • strengthening the skills of service workers to facilitate foreigners’ access;
  • improving the validation/certification of migrants’ skills;
  • seeking innovative actions to encourage the inclusion of migrants in economic sectors niche.  

The project, implemented in particular in the provinces of Firenze, Pistoia, Prato, Pisa and Grosseto, aims to enhance the territorial system of services for the labour inclusion of Third Country Nationals with their direct involvement in order to promote their autonomy and valorize their contribution to the local economy.  

COMMIT works on a double level: at the regional level it promotes activities for the strengthening of the existing services, at the local level it experiments innovative actions. Transversal to all is the empowerment of the multiple stakeholders involved in the labour market services, starting with the PES who are accountable for the integrated supporting model in place. The multi-level and multi-stakeholder project is also cultural sensitive as it promotes the presence of cultural mediators in the PES as well as focuses on capacity building activities in this area; this part also involves the private sector. Finally, the project is part of the regional legislative framework as well as in the ordinary activity of all parts involved: being one of the actions included in a long-term vision, it ensures its sustainability and additional funds after its end.  

The impact of the good practice

The project, which targets 1.900 TCNs, aims at strengthening the territorial system for the labour inclusion of migrants through the qualification of services for the orientation to work and the consolidation of collaboration between public and third sector actors and the regional entrepreneurial fabric. Thanks to its complementarity with previous and ongoing actions, as well as its integrated interventions on all parts of the labour market system, COMMIT is recognized as a good practice able to have an impact on the regional system.
