Reduce migrants' labour exploitation and marginalization in South Italy.
The project
Su.Pr.Eme. Italia (Sud Protagonista nel superamento delle Emergenze in ambito di grave sfruttamento e di gravi marginalità degli stranieri regolarmente presenti nelle 5 regioni meno sviluppate) is a program financed by the AMIF – Emergency Funds (AP2019) of the European Commission – DG Migration and Home Affairs, to the Ministry of Labour and Social Policies – General Directorate Immigration, and the Apulia Region (Coordinating Partner), together with the Regions of Basilicata, Calabria, Campania, Sicilia, the National Labour Inspectorate, the IOM and Nova consorzio nazionale per l’innovazione sociale.
Su.Pr.Eme. is part of the framework of the National Plan to tackle labour exploitation in agriculture promoted by the National Coordination Mechanism to fight labour exploitation led by the MLSP, and is integrated by another “twin action” called P.I.U. Su.Pr.Eme. (Percorsi Individualizzati di Uscita dallo Sfruttamento), co-financed by the MLSP and the ESF with the same 5 regions involved and more focused on the inter-regional aspect of the integrated interventions. The general objective of the project Su.Pr.Eme. is to reduce migrants’ labour exploitation and marginalization in the regions of Apulia, Basilicata, Calabria, Campania and Sicily, through the promotion of extraordinary coordinated interventions and enhanced inter-institutional cooperation among different actors at national and local level, with specific areas of action as follows:
- housing so as to improve TCNs’ living conditions, especially for those in informal settlements;
- employment so as to fight labour exploitation through prevention, control and direct support and by also experimenting pilot projects in social agriculture;
- services so as to enhance and boost health care services for TCNs and the orientation to the others;
- integration so as to promote the sustainable socio-economic inclusion of TCNs and their direct participation to the local community;
- governance so as to support the regional and inter-regional governance in order to promote efficient models able to tackle this phenomenon.
Thanks to its extensive implementing consortium and complementary actions, also integrated with other projects, Su.Pr.Eme. is multi-level, multi-stakeholder and sustainable.
The impact of the good practice
Labour exploitation of migrant workers in the agricultural sector is not uncommon in Italy. Many agricultural firms strive to maintain competitiveness by lowering labour costs or relying on informalized labour throughout the year or in seasonal peaks when there is high demand for labour. Su.Pr.Eme., which is implemented in 2019-21, aims at supporting between 18 and 21 thousand seasonal migrant workers in agriculture in the 5 Regions involved. In addition, it will strengthen the governance around this delicate thematic at regional and inter-regional level.
