Temporary recruitment of workers
Labour market inclusion of foreign young people; granting of a residence and work permit.
The project
In April 2020, in order to provide an adequate response to the emergency situation caused by Covid-19, the Spanish Ministry of Agriculture, Fisheries and Food adopted urgent measures in the area of agricultural employment to encourage the temporary recruitment of workers. In this regard, the Ministry of Inclusion, Social Security and Migration contributed with two measures to the Spanish Ministry of Agriculture Royal Decree, which allowed the use of this extraordinary measure for migrant workers in a regular situation whose work permit was to expire before June 30, 2020, and other for young third countries nationals between the ages of 18 and 21 who were in a regular situation.
In accordance with the extension agreed by Royal Decree Law 19/2020 of 26 May 2020, these measures were in force until 30 September 2020. The order approved from the General Direction of Migration provides legal security to all these young people who with their work were contributing to the support of an essential sector in a difficult moment for Spain. The inclusion of these people is being promoted with this first job opportunity. Therefore, and based on the second additional provision of Royal Decree Law 19/2020 of May 26, it is established that, after the expiration of the validity of this order, these young people will have access to a residence and work authorization, valid throughout the national territory, without geographical or activity limits and without application of the national employment situation. In order to avoid prejudicing these young people, as well as employers, the State Secretariat for Migration has issued DGM 9/2020, which allows these young people to submit their applications within one month from the end of the validity period of the Royal Decree in question (between October 1 and 30, 2020).
